John M. Jelavich is the President and Chief Executive Officer of the Bank. Mr. Jelavich, a native of Yuba City, graduated from California Polytechnic State University in San Luis Obispo with a B.S. in Finance. He spent 22 years with The PMI Group, a provider of credit enhancement to facilitate mortgage lending and securitization. At PMI, Mr. Jelavich served in numerous senior level finance, operations, credit risk management and loss mitigation capacities. In July 2010, Mr. Jelavich and his family relocated from the San Francisco Bay Area back to Yuba City when he joined the Bank. In July 2012, Mr. Jelavich earned his graduate banking degree from the Graduate School of Banking at Colorado, University of Colorado in Boulder.
Luke Parnell is the Executive Vice President and Chief Credit Officer for River Valley Community Bank. Mr. Parnell has more than 13 years of credit risk management and lending experience. Prior to joining the Bank, he spent over 10 years with Community 1st Bank in Auburn, CA as its SVP, Regional Manager and Senior Credit officer, where he provided leadership in credit underwriting and commercial loan origination. Mr. Parnell is a graduate of Bear River High School in Grass Valley CA, California Polytechnic State University, San Luis Obispo CA, and the Pacific Coast Banking School’s Graduate School of Banking at the University of Washington, Seattle WA.
Michael B. Finn has been the Executive Vice President and Chief Financial Officer of the Bank since January 2016. Mr. Finn is a certified public accountant and has been working in the accounting profession since 2002. Prior to joining the Bank, Mr. Finn was a Senior Manager with Moss Adams, LLP, where he specialized in auditing banking institutions. He also spent two years as the Controller for a Las Vegas, Nevada based community bank from 2006 to 2008. Mr. Finn earned his B.S. in Accounting and Master of Accountancy degrees from Southern Utah University in Cedar City, Utah.
J. Gregory (Greg) Heckman has been Senior Vice President and Senior Lending Officer for the Yuba City Office of River Valley Community Bank for 3 years, and has been a commercial banker for over 16 years. Mr. Heckman is a long time resident of Yuba City and graduated from University of California Berkeley with a BA in Economics and is a graduate of the Graduate School of Banking in Colorado. He is a former U.S. Navy Officer and a graduate of the U. S. Navy Supply School. He served for many years as the CEO of Avalon Bay Foods, a local food processing company. He holds an active real estate broker's license.
Amanda Connell is the Senior Vice President and Director of Customer Relationships and Operations for River Valley Community Bank. Ms. Connell has been in the banking industry for over 12 years and has currently been with the Bank for 6 years. She started with the Bank as the AVP, Branch Manager and opened the Grass Valley location in 2013. In September of 2019, she was promoted to the SVP Director of Customer Relationships and Operations. Ms. Connell was born and raised in Nevada County and graduated from Nevada Union High School. In September 2019, she graduated from Pacific Coast Banking School’s Graduate School of Banking at the University of Washington in Seattle, WA. She also completed the Executive Leadership with Foster School of Business at the University of Washington. Ms. Connell oversees all branch operations.
